This article is saying that people would go to the trouble of making short films because they can now put their work on networking sharing sites such as YouTube to gain publicity for their short films.

What are the strengths and advantages of the short format?
The advantages of a short film is that you don't need to spend so much money on the pre-production whereas people spend millions on making mainstream films and also short films are for the more sophisticated people who has a passion about film and who can identify all the details which create a type of symbolic meaning to the scene which means they have their own target audience.

The weaknesses and limitations of the short format is that people would rather a featured length as their is a higher budget for the film so the film will be more appealing to their target audience who want to see special effects and action scenes whereas short films might struggle to get the budget for scenes like that.
